Ukraine and France approved 19 projects for critical infrastructure recovery under a 200 million euro agreement

Ukraine's First Deputy Prime Minister and Minister of Economy, Yulia Svyrydenko, during her visit to Paris discussed with French government officials and entrepreneurs projects for the reconstruction of Ukraine under the 200 million euro agreement. The intergovernmental agreement was signed in October 2024 in Kyiv.

The meeting was attended by the French Minister of Economy, Finance, Industrial and Digital Sovereignty, Eric Lombard, Minister for Europe and Foreign Affairs, Jean-Noël Barrot, Minister Delegate for Foreign Trade and French Citizens Abroad, L. Saint-Martin, and Special Envoy for Ukraine’s Assistance and Reconstruction, Pierre Heilbronn, along with representatives of French companies already involved in Ukraine’s reconstruction or planning to join.

The parties jointly reviewed dozens of applications, and the government approved the first 19 projects during the Strategic Investment Council meeting. These projects focus on healthcare, energy, infrastructure, humanitarian demining, and other sectors. All selected projects will be implemented within periods ranging from 5 to 16 months.

“We are grateful to France for its strategic partnership. This agreement provides Ukraine with 200 million euros through the ‘Fund for Ukraine,’ which will be directed to critical infrastructure recovery. Of these, 60 million euros will be allocated to support the energy sector. The program has attracted significant attention from the private sector. The total amount of projects submitted for financing reached 600 million euros, which significantly exceeds the planned funding volume. Therefore, we hope for the expansion of cooperation,” emphasized Yulia Svyrydenko.

According to Yulia Svyrydenko, this agreement will significantly strengthen the energy potential of cities in need of assistance, including Kharkiv, Kryvyi Rih, Zaporizhzhia, and other regions. The funding will modernize outdated infrastructure, implement digital solutions, restore damaged facilities, diversify energy sources, and transition to green energy.

“Infrastructure restoration is our joint task. The destruction is colossal. According to RDNA estimates, Ukraine needs 524 billion dollars for reconstruction over the next decade. The largest losses were in residential buildings, social infrastructure, energy, transport, logistics, and industry. Therefore, part of the grant funds will be directed precisely to these areas,” noted Yulia Svyrydenko.

The funds will also be used for humanitarian demining, which is critically important for restoring economic activity in frontline and liberated regions. Ukraine remains the most mine-contaminated country in the world, with over 138,000 square kilometers of its territory contaminated by explosive devices—almost a quarter of France's territory.

Yulia Svyrydenko thanked the French business sector for its active participation in reconstruction and called for new investments.

“I am sincerely grateful to the private sector of France for such active interest in Ukraine’s reconstruction. All these projects will not only contribute to recovery but also create new jobs, support the tax budget, and develop the economies of both our countries. It is especially valuable that the projects will be implemented jointly by Ukrainian and French companies. And, of course, I am undoubtedly grateful to the French government for the 200 million euro support package. This agreement is now a quality mark that other countries look up to,” concluded the First Deputy Prime Minister and Minister of Economy of Ukraine.

During the meeting, 19 projects in energy, critical infrastructure, healthcare, and demining financed by the French government and implemented by the French Civil Grants Fund were presented.

In October 2024, Ukraine and France signed an Implementation Agreement to the Grant Agreement between the two countries, opening the opportunity to attract 200 million euros in grant aid. Up to 50% of these funds will be directed to the purchase of Ukrainian goods and services for reconstruction projects. These projects will be implemented in close cooperation with French companies, which are actively supporting Ukraine and currently employing 25,000 people in the country.

Key sectors receiving funding include healthcare, energy, water supply and sewage, demining, digital technologies, infrastructure, agriculture, waste processing, and residential construction
