With the support of the Organization for Security and Co-operation in Europe (OSCE), Kyiv hosted the Second National Conference on Preventing and Combating the Illegal Trafficking of Weapons, Ammunition, and Explosive Materials in Ukraine. The event aimed to establish a unified strategic approach in this area.

The conference featured panel discussions where experts from law enforcement agencies, customs services, and international partners discussed modern approaches to countering the illegal circulation of dangerous items. Key topics included achievements, challenges, and trends in combating smuggling, as well as enhancing law enforcement responses to current incidents.

 

 

Overall, participants assessed Ukraine's control system for weapons, ammunition, and explosives as resilient and effective. Consequently, the negative impact of illegal weapons trafficking on security, protection, and the socio-economic stability of citizens is considered minimal.

"Currently, we do not observe a trend of weapons being transported into Europe, which indicates the effectiveness of detection and prevention measures. Effective combat against illegal trafficking requires a comprehensive approach, including enhancing the technical capabilities of customs authorities, granting them law enforcement status, and establishing permanent channels of cooperation. Joint efforts can be key to overcoming existing barriers and ensuring border security," said Denys Raikov, Director of the Department for Combating Smuggling and Customs Violations of the State Customs Service.

 

The event also included a practical segment showcasing customs control technologies used to detect and prevent the smuggling of weapons, ammunition, explosives, narcotics, and other hazardous items. Exhibited tools included an explosive detector, inspection equipment for detecting contraband, a gamma radiation meter, a portable chemical substance identifier, flashlights, mirrors, and more.

A live demonstration of narcotics detection was also conducted, with service dogs displaying their skills, which attracted significant interest from attendees.

During the conference, the OSCE handed over four vehicles to canine teams of customs authorities. In total, 15 vehicles are expected to be provided as part of material-technical assistance.

The event served as a platform for exchanging experiences and shaping joint security plans. Participants agreed that combating smuggling during wartime is crucial not only for ensuring economic stability but also for Ukraine's national security.
