The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, during an interactive dialogue with the Special Rapporteur on the rights of internally displaced persons within the framework of the 59th session of the UN Human Rights Council, stated that there are currently over 4.6 million internally displaced persons in Ukraine.

Lubinets reported this on Telegram.

“I called on the member states of the UN Human Rights Council to support Ukrainians who have lost their homes! I spoke during an interactive dialogue with the Special Rapporteur on the rights of internally displaced persons within the framework of the 59th session of the UN Human Rights Council. I thanked them for the attention to the rights of IDPs and the protection of displaced persons at the international level,” Lubinets said.

According to him, there are currently more than 4.6 million internally displaced persons in Ukraine. Half of them are children, pensioners, and people with disabilities.

“I emphasized that Ukrainian IDPs are not only a vulnerable category but also citizens who strive to contribute to the country’s recovery. But despite the government’s efforts, meeting their needs remains a major challenge due to limited resources and the reduction of international support,” Lubinets stressed.

He called on UN member states to support the creation of a Social Housing Fund and the launch of long-term compensation mechanisms.

According to him, such decisions are critically important for the sustainable protection of displaced persons, including through the use of frozen Russian assets.
