At least €1 billion will be required to restore Ukraine’s damaged port infrastructure, Deputy Minister for Communities and Territories Development of Ukraine Andrii Kashuba said during his speech at the Black Sea Security Forum in Odessa.

According to Kashuba, nearly 400 port infrastructure facilities have been damaged.

“Preliminary estimates show that restoring Ukraine’s port infrastructure will cost no less than €1 billion. These figures form the basis of our strategic recovery plan,” he noted.

Since the start of Russia’s full-scale invasion, 31 civilian vessels have been damaged, and 106 maritime sector workers have been killed or injured.

Despite ongoing Russian attacks, Kashuba highlighted that ports in Odessa region have handled 123 million tonnes of cargo since the launch of the maritime corridor in 2023, including 70 million tonnes of agricultural products. As for the Danube ports, they have already processed 4.5 million tonnes of cargo in 2025, he added.
