Commander of the Unmanned Systems Forces Robert Brovdi (Madyar) confirmed the strikes on the Kirishi Oil Refinery of the Russian forces in Leningrad region.
According to the commander, the Kirishi Oil Refinery is one of the top five in Russia. It specializes in the production of high-octane gasoline and all types of fuel, producing 20 million tons per year.
Operators of the 14th Separate UAV Regiment of the Unmanned Systems Forces, together with units of the Special Operations Forces, carried out a successful strike on Russia’s second-largest oil refinery — Kirishinefteorgsintez — in Leningrad region on the night of September 14, at a distance of over 800 km from Ukraine’s state border.
“Kirishinefteorgsintez” is the main supplier of petroleum products for St. Petersburg, Leningrad, Novgorod, and Pskov regions. Its processing capacity exceeds 20 million tons of oil per year, making it the second-largest refinery in the country after the Omsk plant, the Unmanned Systems Forces reported.

Owned by Surgutneftegas, KINEF is among the top three Russian oil refineries by production volume, along with the Omsk and Ryazan refineries. Its capacity is 21 million tons of oil per year, accounting for about 6% of all oil refining in Russia. The plant specializes in deep oil refining, producing gasoline, diesel fuel, fuel oil, and other petroleum products, with around 80 product types.
According to preliminary data from the Ukrainian channel Exilenova+, the strike on KINEF hit the primary oil distillation unit ELOU AVT-6. The monitoring resource Crimean Wind, citing satellite images, claims that the ELOU AVT-2 unit was targeted.
