The import of diesel fuel (DF) from India to Ukraine will be restricted—all shipments of Indian fuel must undergo a selection procedure and laboratory testing of samples, Enkorr reported on Monday.
“The relevant requirement was sent by the Security Service of Ukraine (SSU) to the Energy Customs on September 15. According to Enkorr, the restrictions will take effect on October 1,” the publication noted.
The sanctions will operate similarly to those imposed in September 2023 on diesel fuel from Turkey. At that time, the National Security and Defense Council (NSDC) designated several Turkish ports, which handled significant volumes of Russian DF, as high-risk. All shipments from these ports were then subject to additional checks, including laboratory testing.
According to data from the consulting group “A-95,” from September 2023, 65,800 tons of diesel fuel were imported into Ukraine from the sanctioned Turkish ports Marmara and Turpas, 71% of which was delivered since April this year. Previously, the average monthly imports from these ports were around 47,200 tons.
The “A-95” consulting group believes that introducing additional checks for Indian diesel fuel will not destabilize DF supplies to the Ukrainian market.
Analysts note that traders have enough alternative import channels. However, they anticipate a slight increase in purchase prices for diesel—by $5–7 per ton, or 20–30 kopiykas per liter.
In August 2025, Ukraine imported 119,000 tons of Indian diesel, accounting for 18% of total diesel imports.
