According to LUN, in the first half of 2025, construction began on 48,900 apartments and private houses in Ukraine, which is 35% more than last year. The most active construction is taking place in Kyiv, Lviv, and Ivano-Frankivsk regions.
Despite the increase in new projects, prices in the primary market have stabilized. In most cities, adjustments fluctuate within ±1%. The most expensive new apartments are traditionally in Lviv (₴57,900/m²), Kyiv (₴54,200/m²), and Uzhhorod (₴47,700/m²), while the cheapest are in frontline cities such as Zaporizhzhia, Sumy, and Kharkiv.
On the secondary market, a new geography of demand is forming: over six months, prices for one-bedroom apartments rose the most in Ternopil (+13%) and Odessa (+13%), while in Lviv and Uzhhorod they declined.
In Kyiv, the average price of a one-bedroom apartment is $65,000, a two-bedroom is $100,000, and a three-bedroom is $150,000.
The housing affordability index has improved: in the capital, buying an average one-bedroom now requires 7.5 annual salaries, compared to 8 six months ago.
The rental market has also stabilized, with clear seasonal trends. The largest rent increases were recorded in Odessa (+50%), Vinnytsia (+36%), and Cherkasy (+20%). In Kyiv, a one-bedroom apartment rents for an average of ₴18,000, and affordability has improved — now it accounts for 60% of the average city salary.
