The UN Security Council requires deep reform, including an increase in its membership and changes to the veto power. This was stated by Portuguese Prime Minister Luís Montenegro during his speech at the UN General Assembly.
“We support the reform of the UN Security Council to make it more representative, flexible, and functional. Its composition is outdated, and the lack of representation from certain regions hinders its effectiveness,” said Montenegro.
He noted that Portugal supports the common position of Africa and the aspirations of Brazil and India to become permanent members.
“Small and medium-sized countries, including small island states, should also strengthen their representation,” the Prime Minister emphasized.
Montenegro also expressed support for “limiting and more careful control over the use of the veto power.”
“The veto is primarily a responsibility, not an expression of power. It should be applied in that manner,” he stressed.
