The BioTech Sectoral Strategy is the first comprehensive approach to developing the biotechnology sector. The strategy, which is part of WINWIN's global innovation strategy, aims to integrate modern biotechnology to address environmental issues, improve public health, and develop new industries. Ukraine has the potential to become a leader in the global BioTech industry by developing innovative solutions and exporting biopharmaceutical products.
BioTech is a strategically important area that will enable Ukraine to introduce innovative technologies in ecological, medical, and agricultural fields, strengthening the economy and enhancing its competitiveness on the global market.
"Ukraine has powerful scientific potential in biotechnology thanks to a combination of highly qualified scientific personnel, a strong IT sector, and unique natural resources. Creating biotechnology clusters, developing bioinformatics, and integrating into global markets will help Ukraine become a key player in the world BioTech industry. The use of innovative solutions in biopharmaceuticals, bioenergy, and agri-biotechnology will contribute not only to economic growth but also to improving the quality of life for Ukrainians. This sectoral strategy creates new opportunities for the country and emphasizes our competitiveness on the global market," said Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.
Challenges to the implementation of this sectoral strategy include: limited funding, weak collaboration between ecosystem participants, lack of experience in commercializing biotechnology, risks associated with the full-scale Russian invasion, brain drain, and an imperfect patenting system.
To overcome these barriers and realize the potential of biotechnology, it is necessary to start a series of innovative projects that will allow testing the latest technologies in real conditions and help integrate them into key sectors of the economy.
- Creating a favorable regulatory environment for product registration and clinical trials.
- Integrating Ukrainian BioTech companies into R&D cooperation programs in the EU, including Horizon Europe.
- Financial support for startups and businesses through grants and tax incentives.
- Development of infrastructure — collective use centers, modernization of laboratory equipment, launching pilot production for scaling biotechnology developments.

The BioTech Strategy is an important component of WINWIN, aimed at developing critical sectors, restoring the environment, creating high-tech jobs, and integrating into global value chains. The BioTech development sectoral strategy was developed by an expert group at the Ministry of Digital Transformation of Ukraine in collaboration with Abt Global and KPMG in Ukraine as part of the Good Governance Fund "Innovative Ecosystem" project funded by UK International Development.
The digital development strategy for innovations through 2030 was created at the initiative of the Ministry of Digital Transformation of Ukraine in collaboration with the Ministry of Education and Science of Ukraine and the BRDO Office for Effective Regulation, with the support of the USAID Project "Cybersecurity of Ukraine's Critical Infrastructure."
