The Russian authorities accidentally disclosed the addresses of secret military buildings, institutions, and spy houses in Moscow and St. Petersburg.

The "Dossier" center, a project launched by Russian opposition figure Mikhail Khodorkovsky, discovered the addresses listed in a 434-page document titled "Special Group," which was published on the Moscow city government's website. The document lists locations where "power outages should not occur."

The list includes several highly classified government facilities, homes owned by GRU (Main Directorate of the General Staff of the Armed Forces of the Russian Federation) officers and the secret service of President Vladimir Putin, ammunition depots, and much more.

Most of the listed objects do not pertain to the Ministry of Defense or intelligence agencies, but the list does include all military units and institutions of the Ministry of Defense located in Moscow.

"Moreover, anyone can easily find out where employees of the most secret agencies live in Moscow, see which unremarkable buildings are actually special service facilities, and envy the lifestyle of the leaders of these special services," writes "Dossier."

The largest concentration of objects intended to ensure military security, protection against foreign espionage, and dangerous crime is not located deep within industrial zones or densely populated areas but in Serebryany Bor – there's even a suspicion that it's a cover for recreational areas for security personnel. "Dossier" lists addresses of specific objects and publishes their photos. However, specific apartments are typically not mentioned.

Serebryany Bor is a specially protected natural area in the Moscow district of Khoroshevo-Mnevniki within the bounds of the natural and historical park "Moskvoretsky." As of 2021, a hundred square meters of land there were worth 34 million rubles. Despite an official ban on construction in this area, investigative journalism has revealed that Serebryany Bor houses mansions owned by prominent Russians such as Kirill Gundyaev (Patriarch Kirill), Vagit Alekperov, Yuri Trutnev, Vladimir Yevtushenkov, Igor Sechin, and others who are wealthy and influential.

The largest number of objects in the list is affiliated with the Federal Security Service (FSO). This includes not only the Kremlin towers, Aleksandrovsky Sad, and similar places but also less obvious objects. For example, in one building along with the popular cafe "Jean-Jacques," several objects also belong to the Federal Penitentiary Service.

The document was signed by Vyacheslav Torsunov, the head of the housing and public utilities department, and Andrey Kovalev, the director of the company "Mosenergosbyt," which supplies electricity to Moscow region consumers. It was approved by Moscow Mayor Sergey Sobyanin.
