Only 167 territorial communities, or 11.4% of the 1,469, have social housing, the press service of the Housing Institute reported.
According to a study conducted by the Housing Institute on the available social housing stock, there are a total of 924 units of social housing in Ukraine, of which only 825 are suitable for living, and 722 are already occupied.
The leaders in the number of social housing units are the Kremenchuk community (122), Mykolaiv community (68), and Zolochiv community (45).
Currently, a total of 2,515 people live in social housing, of which 42% are orphans, 13.8% are internally displaced persons (IDPs), 12.6% are large families, 6% are single mothers, and 4.7% are families with a child with a disability. The average area of such housing is 34 square meters.
"With nearly 3.4 million people whose homes have been damaged or destroyed and approximately 4 million internally displaced persons, the gap between demand and available social housing is alarming," the release states.
It is noted that the Housing Institute continues to develop a new legal framework for social housing within a working group that includes Ukrainian and international housing policy experts, civil society representatives, government officials, local authorities, international financial institutions, and researchers.
"Despite these challenges, we are moving forward with drafting the new Law on Social Housing as a key element of modern state housing policy. This new model will address both social and economic aspects to ensure long-term housing solutions for those in need," the release states.
As reported, the Housing Institute began its work in September 2024. Its establishment was initiated by the Norwegian Refugee Council in Ukraine (NRC). Legally, the Housing Institute is a structure of the NRC, and the first phase of the institution's work is agreed upon until the end of 2025.
