In his opinion, the United States fears that after the weakening of Russia, a "vacuum of influence" will arise in the world, which India and China will fill.

Aleksey Arestovich, the adviser to the President's Office, said that the Ukrainian army cannot attack now because it does not have the necessary weapons.

He supplemented the statement of the adviser to the head of the Presidential Administration, Mykhailo Podolyak, who said that if the United States transferred another 200 guns, F-16 aircraft, tanks and ATACMS to Ukraine, the war would end in a few months.

What prevents the Americans from providing these weapons, Arestovich explained in a conversation with Russian opposition journalist Yulia Latynina.

In his opinion, only a few people would know the exact answer to this question, and here one can only put forward hypotheses.

"My hypothesis is that 70% - they simply do not have these weapons, and 30% - a subjective factor that they counted on a different course of this war," says the adviser to the OP.

Arestovich believes that the US planned for Russia to spend sometime before 2024. This was supposed to influence the results of the elections so that Putin would not win again, but in the USA, on the contrary, “the right one” would win. But Putin's Russia lost much faster than Washington expected.

“A vacuum has arisen in the world due to the fact that Moscow began to pull back its tentacles because it cannot influence. And India, China, Europe, Turkey, possibly Saudi Arabia immediately took advantage of this vacuum. The Americans are losing control over many processes in the world and therefore, they are changing their strategic plans. This replanning takes time, and at present, they consider it inappropriate to share key weapons," says an adviser to the Office of the President.

He is confident that the US will form its new approach to Ukraine after the midterm elections in November: either reduce or radically increase.

"The US is not ready for the collapse of Russia. They now think like this: “We give Ukraine a bunch of weapons, the war ends in the spring with the victory of Kyiv, and civil war and disintegration begin in Russia. Are we ready for this," Arestovich suggests.
