Russia is changing its tactics of massed shelling of Ukraine with long-range weapons. It is likely that the enemy has shifted its priorities for attacks.

British intelligence notes that since December 29, 2023, Russia has intensified the intensity of its strikes against Ukraine. Moscow has used a significant portion of the air-launched missile reserves that have been deployed in recent months.
"The recent strikes likely primarily targeted at Ukraine's defense industry. This contrasts with its major attacks last winter, which were primarily aimed at Ukraine's energy infrastructure," the summary says.
Intelligence emphasizes that the shelling of energy facilities by the Russians in early December indicated that Russia was planning to resume energy terror. However, the recent attacks indicate a change in Moscow's tactics.
"These new operations suggest at least a temporary change of approach in Russia's use of long-range strikes. Russia planners almost certainly recognise the growing importance of relative defence undustrial capacity as ther prepare for a long war," the intelligence adds.
