The Build in Ukraine initiative is designed to integrate Ukraine’s defense-industrial complex into the European defense ecosystem, increase security assistance to Ukraine, and attract additional investment.
Amid the full-scale war, Ukraine is not only repelling aggression but also transforming its defense-industrial sector. That is why the state is focusing not only on purchasing or receiving ready-made products from international partners, but also on developing its own defense-industrial complex and establishing joint ventures with partners.
One of the key initiatives in this process is Build in Ukraine. The Ministry of Defense explains the purpose of this initiative and highlights the current results of the development of Ukraine’s defense industry thanks to its work.
Build in Ukraine: Localization of International Companies
The Build in Ukraine initiative aims to have foreign defense companies establish production facilities directly in Ukraine. This not only ensures that the Armed Forces receive necessary weapons in a short time but also positions Ukraine as a full-fledged player in the global defense technology market.
Currently, companies operating or expanding production capacities in Ukraine include:
- BAE Systems (United Kingdom) – joint production and maintenance of L119 howitzers.
- Rheinmetall (Germany) – creation of repair and production bases for armored vehicles.
- SAAB (Sweden) – agreements for joint production of air defense systems.
- Northrop Grumman (USA) – agreements for joint production of ammunition.
Additionally, companies specializing in cutting-edge technologies such as unmanned systems, cybersecurity, and counter-drone systems are entering Ukraine. This simultaneously strengthens defense capabilities and creates new jobs.
At present, more than 25 foreign companies are at various stages of localization in Ukraine.
The Build in Ukraine initiative demonstrates that Ukraine is shifting from the role of a consumer of defense aid to a full-fledged partner in the production of modern weaponry.
This is a long-term strategy that strengthens the country’s defense, stimulates the economy, and opens new opportunities for international cooperation. Step by step, Ukraine is becoming a hub for advanced defense technologies in Europe — and this process is already irreversible
