The structure of the armed forces of the Russian Federation was created according to the Soviet staffing principles. In terms of numbers, support units dominate combat units. Vadym Skibitsky, a Ministry of Defense of Ukraine representative, stated this on the air of "Military TV of Ukraine".

"In the Russian army, many units only carry out the protection and defense of objects both on the territory of the Russian Federation and outside its borders. In addition, Russia has a powerful contingent in Syria. Russia has an extensive network of military bases on the territory of the former Soviet Union, including Armenia and Tajikistan, a contingent in Nagorno-Karabakh, and a contingent in Kazakhstan. Thus, if you put it all together, it turns out to be 300-350 thousand, which Russia can use in the war against Ukraine", - said the representative of military intelligence of Ukraine.

The personnel shortage in the armed forces of the terrorist country was clearly manifested after the numerous human losses suffered by the occupiers since the first days of the war. According to Vadym Skibitskyi, in March-April, the Russian leadership decided to use in combat operations only servicemen who signed the relevant contracts with the armed forces of the Russian Federation. When the occupiers significantly increased the number of dead and wounded servicemen, fewer people were willing to enter into a contract for military service in the Russian Federation.
