Denys Shmyhal outlines key tasks for Ukraine’s Ministry of Defense: boost production, enhance resource management, and drive digitalization

The Minister of Defense of Ukraine, Denys Shmyhal, presented to the President of Ukraine and Supreme Commander-in-Chief of the Armed Forces of Ukraine, Volodymyr Zelenskyy, the main tasks of the Ministry of Defense until the end of 2025, for 2026, and the medium-term strategy.

“Increasing arms production, expanding international assistance, improving management of defense resources, and digitalization are the priorities of the Ministry of Defense’s activities this year. We coordinate our work to achieve the maximum result,” stated Denys Shmyhal.

 

Among the key tasks for the next six months are:

  • Increasing purchases of Ukrainian-made weapons to 50%;
  • Auditing agreements with partners, ensuring consistent financing and timely receipt of military aid, as well as forming updated military aid plans for 2026;
  • Implementing new approaches to state defense planning and transforming the Defense Forces, including transitioning to a corps system;
  • Developing a new contract for servicemen with improved service conditions;
  • Improving management of defense resources;
  • Ensuring Ukraine’s integration into EU security mechanisms and implementing joint defense industry projects with partners through the Build with Ukraine initiative;
  • Continuing digitalization and developing digital products (Army+, Reserve+), digital Territorial Center of Combat Coordination (TCC);
  • Launching Defense City (an ecosystem to support critically important defense industry manufacturers) and a large-scale grant program supporting startups in military technology.

The head of the Ministry of Defense emphasized that all changes must be clearly felt by the people.

“We have ambitious goals and determination to implement our priorities for the Ukrainian defenders, for building a safe, peaceful, and self-sufficient Ukraine,” concluded Denys Shmyhal.
