Energy Minister Denys Shmyhal stated that the most difficult electricity supply situation is currently in Kyiv and the Kyiv region, as well as in Odessa, Dnipropetrovsk, Kharkiv, and all frontline communities.

This was reported by First Deputy Prime Minister and Energy Minister Denys Shmyhal on January 16.

According to him, there is no power plant in Ukraine that has not been hit by the enemy since the start of the full-scale war — thousands of megawatts of capacity have been taken out of the energy system.

Despite this, the system remains intact, and Ukrenergo dispatchers maintain control over it, although they are forced to implement significant consumption restrictions.

State-owned companies, primarily JSC Ukrzaliznytsia and NJSC Naftogaz, must urgently ensure the purchase of imported electricity during the 2025/26 autumn-winter period.

"JSC 'Ukrainian Railways,' NJSC 'Naftogaz of Ukraine,' and JSC 'Ukrainian Defense Industry' must urgently ensure the purchase of electricity during the 2025/26 autumn-winter period in volumes of at least 50% of total consumption," the government decision of January 15 states.

Denys Shmyhal has been appointed head of the efforts to address the consequences of the emergency situation.
