Military expert Oleg Zhdanov named one of the reasons why Putin will not use weapons of mass destruction.

“Today, the conditions are set so harshly for the Russian Federation that even Western intelligence assesses the likelihood of using nuclear weapons as very low. Zhdanov called Putin "a man who plans his future":
