In Ukraine, on all territories liberated by the Defense Forces from Russian occupiers, places of illegal detention of civilians and torture have been discovered. In total, there are 104 such facilities in 8 regions of the country.
This was announced by the Prosecutor General of Ukraine, Andriy Kostin.
According to him, the largest number of torture chambers was found in the Kharkiv region - 25 of them. Among other regions with a significant number of similar places are the Zaporizhzhia region - 18, Kherson region - 11, Donetsk region - 10.
In addition, there are known to be 19 torture chambers on the territory of the Russian Federation, added the Prosecutor General during his speech at the "Freedom or Fear" conference.
"90% of prisoners and detainees are subjected to torture or some form of violence, either physical or psychological. Torture in Russia is not an "executor's excess." It is a planned state policy," noted Kostin.
The Prosecutor General also emphasized that while there are international legal mechanisms for the return of prisoners of war, there are no such mechanisms for civilian and deported children.
