Minister of Finance Serhiy Marchenko expressed gratitude to the U.S. Government for its solidarity with Ukraine. He emphasized that the $3.9 billion in non-repayable financial aid is a crucial contribution to supporting Ukraine’s budget during the resistance against the full-scale aggression by Russia. The grant will help the Ukrainian government cover priority expenses in the social and humanitarian sectors without increasing the national debt.

The funding will be used to cover:

  • Salaries for teachers, emergency services personnel (State Emergency Service), and government employees.
  • Urgent social expenditures, including aid for internally displaced persons, low-income families, and people with disabilities.

Since February 2022, direct budgetary support from the U.S. has reached nearly $27 billion, making it the largest financial aid to Ukraine from any country. Importantly, all of this support has been provided in the form of grants.

For the current year, U.S. budgetary support is expected to total $7.8 billion.
