The Swedish Institute has announced an open grant call for Ukrainian and Swedish organizations to jointly implement projects supporting Ukraine’s recovery, EU integration, and long-term reforms.
The program focuses on building institutional capacity, enabling knowledge exchange, and fostering sustainable cross-sector partnerships between Ukraine and Sweden. Supported initiatives are expected to deliver tangible outcomes and strengthen cooperation between the two innovation ecosystems.
Priority areas
1. Innovative ecosystems
Including digital public innovation, GovTech, entrepreneurship, innovation policy, university incubators, and public sector innovation aligned with OECD OPSI principles.
2. Transparency, accountability, and anti-corruption
Projects advancing open governance, judicial transparency, investigative journalism, and digital tools for accountability.
3. Gender equality
Initiatives promoting inclusive leadership, gender mainstreaming policies, and prevention of gender-based violence.
Grant formats
- Seed and partnership development grants SEK 100,000–200,000 | 6–12 months
- Capacity-building grants SEK 1,000,000–2,000,000 | 12–24 months
Eligible applicants include universities, research institutions, companies (non-commercial activities), NGOs, foundations, local authorities, and international organizations based in Sweden or Ukraine.
The Swedish Institute will host online information sessions and Q&A webinars for organizations interested in the program and the grant call. Registration links will be published in early January.

The call is implemented following a Letter of Intent on cooperation with the Swedish Ministry of Climate and Enterprise, signed during WINWIN Summit 2025. Its objective is to support secure digital solutions, the development of an innovation-driven economy, and stronger ties between the Ukrainian and Swedish technology ecosystems. The initiative contributes to the implementation of Ukraine’s Innovation and Digital Development Strategy 2030 (WINWIN) and is part of Sweden’s Strategy for Cooperation with Ukraine on Recovery and Reforms (2023–2027).
