Ukraine and France will create a new Support Fund for critical infrastructure and priority sectors of Ukraine’s economy with a target financing volume of 200 million euros. A new intergovernmental agreement, aimed at deepening economic cooperation and creating better conditions for investment attraction, will also be signed by the end of 2025. The corresponding Declarations of Intent were signed on July 21, 2025, in the presence of Ukrainian Prime Minister Yulia Svyrydenko, Ukraine’s Minister of Economy, Environment and Agriculture Oleksiy Sobolev, and France’s Minister for Europe and Foreign Affairs Jean-Noël Barrot.
“Grateful to France for its consistent support of critical infrastructure and priority sectors of our economy. Thanks to the intergovernmental grant agreement signed last year, French companies together with Ukrainian businesses and communities are already implementing 19 projects worth 200 million euros in strategic economic sectors. France’s new initiative will enable even more critical initiatives to be realized and broaden the partnership. We are preparing to sign a new agreement that will provide opportunities for wider economic cooperation, attract French investments, and integrate Ukrainian companies into European production chains,” said Oleksiy Sobolev.
The Declaration provides that the Support Fund for critical infrastructure and priority sectors of Ukraine’s economy will be established next year. Starting from 2027, the Fund’s resources will finance projects to enhance resilience.
To fund the Fund, the parties will seek to attract as much co-financing as possible, including from:
- participating companies;
- Ukrainian partners (state or private);
- the Ukrainian state budget;
- French and Ukrainian local governments;
- international donors.
In another signed document, the parties declared their intent to conclude a new intergovernmental agreement between the countries, which will specifically include:
- deepening economic cooperation in defense, energy (including renewables), nuclear energy, transport, digital technologies, aerospace, agriculture, water supply, critical minerals and metals;
- creating conditions to attract French investments and integrate Ukrainian companies into European production chains;
- joint implementation of large-scale projects and searching for financial and administrative mechanisms to support them;
- supporting reforms related to Ukraine’s integration into the European market and energy system.
The first Grant Agreement between France and Ukraine on support for critical infrastructure and priority sectors of Ukraine’s economy was signed in Paris on June 7, 2024. The grant amount under the Agreement was 200 million euros. Subsequently, French enterprises and Ukrainian state beneficiaries submitted over seventy projects for funding totaling 750 million euros.
