The involvement of North Korean military personnel in the escalation of the conflict requires swift action from partners, particularly in strengthening support for Ukraine.

This was stated by the Deputy Minister of Defense of Ukraine during his speech at the annual meeting of the Defense Ministers' Council of Southeast European countries.

"North Korean military personnel are already present in areas near Ukraine. It is important to respond quickly. We must do everything possible to break this dangerous cooperation between Moscow and Pyongyang. First and foremost, this is possible through support for Ukraine," said Serhii Boiev.

He also reminded that Ukraine has developed a Victory Plan, which was presented by President Volodymyr Zelensky, for a just end to the war waged by Russia. The second point of the document includes a clear list of weapons needed to repel Russia's advances.

He separately addressed the issue of strengthening air defense capabilities in cooperation with neighboring countries to protect the skies over Ukraine's western regions.

"Earlier, we presented the idea of creating a ‘Humanitarian Shield’ along Ukraine’s western border, and we hope this initiative will be implemented," emphasized the Deputy Minister of Defense.

Additionally, Serhii Boiev pointed out that many Southeast European countries have stockpiles of Soviet-era weapons. While not modern, these weapons can be quickly integrated into Ukrainian units.

"We urge you to accelerate the transfer of these systems from your reserves to Ukraine. They can provide an immediate effect on the battlefield," he stressed.

He further called on countries to increase their participation in capability coalitions supporting Ukraine, including the Coalition of Maritime Capabilities.

"For our region, the focus must be on the Black Sea. This is not only a geopolitical hot spot, but a key strategic region that directly impacts the security of all our countries. Ukraine’s defense of its sovereignty is the defense of the entire Black Sea region. Therefore, I urge everyone to enhance cooperation to protect this vital area," said Serhii Boiev.

The Deputy Minister concluded that Ukraine is ready to play an active role in ensuring peace and stability, particularly in Southeast Europe. With the support of partners, it will be possible to create a security architecture that is resilient, adaptive, and capable of countering any threat.

The meeting of the Defense Ministers' Council of Southeast European countries took place in the capital of Albania and gathered defense ministers from Albania, Georgia, Moldova, Romania, Slovenia, and other regional countries.
