Private electronic warfare systems deployed at critical infrastructure facilities

The first operators of critical infrastructure in the energy sector and the defense-industrial complex have already purchased and installed electronic warfare (EW) systems to protect their facilities.

This was announced by Ukraine’s Minister of Defense, Denys Shmyhal.

Enterprises may use both their own funds and attracted financing to procure EW systems. At the same time, the enterprise remains the owner of the equipment, which makes it impossible to relocate it to another region or use it to protect other facilities.

To organize the procurement process, the Ministry of Defense has developed and approved practical steps for implementing an experimental project.

Procedure for participation in the experimental project:

  • An enterprise submits a request to the Ministry of Defense to strengthen the air defense of a critical infrastructure facility.
  • The Ministry of Defense conducts threat modeling and proposes several technical solutions to protect the facility.
  • The enterprise then receives authorization to purchase or import the appropriate equipment and install it.
  • Since the enterprise is not allowed to independently operate powerful EW systems, it signs an agreement with a military unit for their free-of-charge operation.
  • The military unit integrates the EW systems into the nationwide air defense system and uses them to protect the relevant critical infrastructure facility.

“This is an example of how the state, business, and the Ukrainian military work together to strengthen the country’s defense,” Shmyhal wrote.
