The Security Service of Ukraine has detained an agent in Kyiv who simultaneously worked for Russian and Belarusian intelligence services. On behalf of the Belarusian Border Committee, he spied on the positions of the Defense Forces, and following instructions from Russia, he coordinated attacks on energy facilities in the Kyiv region.
Based on the information provided by this agent, the Russian forces hoped to disable key power-generating plants that supply heat to most of Kyiv’s residential buildings and social infrastructure.
It was documented that the agent initially conducted surveillance from the window of his apartment, observing the perimeter of one of the city’s thermal power plants.

He then conducted reconnaissance near the facility to assess its technical condition after recent Russian shelling of the capital.
The collected information was sent to Russian intelligence services to facilitate further attacks on the Kyiv thermal power plant.
If he had completed his tasks, he planned to “evacuate” outside Ukraine, preparing a tactical backpack with essential items for crossing the border illegally.
However, SSU officers uncovered the perpetrator’s plans in advance and detained him at his residence in Kyiv. Measures were simultaneously taken to secure the locations of potential “targets.”

According to the investigation, the detainee is a local laborer who was recruited by Russian and Belarusian intelligence services through Telegram channels, where he posted pro-Kremlin comments.
The SSU investigators have charged him under Part 2 of Article 111 of the Criminal Code of Ukraine (state treason committed under martial law). The suspect is in custody and faces life imprisonment with confiscation of property.
