SSU documents 256 Russian strikes on Ukraine’s energy sector Since heating season began

The Security Service of Ukraine has gathered the necessary body of evidence confirming that Russian strikes on the energy sector are a consistent Kremlin policy aimed at destroying the Ukrainian people and bear the hallmarks of crimes against humanity.

Since the start of this year’s heating season, the SSU has documented 256 Russian air attacks on energy facilities and heating supply systems across Ukraine. In particular, from the beginning of October 2025 to the present, the Russian forces have deliberately attacked 11 hydroelectric power plants and 45 of the country’s largest combined heat and power plants.

In addition, the Russian forces carried out 49 targeted air strikes on thermal power plants and 151 strikes on electrical substations in various regions of Ukraine.

Each of the above-mentioned attacks was of a combined nature and carried out using dozens of Russian drones and missiles.

According to the case materials, the highest number of strikes was carried out against thermal and electrical generation facilities in Kyiv and Kyiv region, as well as in Kharkiv, Odessa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions.

It has been documented that the Russian Federation attacked Ukraine’s critical infrastructure using ballistic and cruise missiles Iskander, Kalibr, Kh-101, Kh-69, as well as Geran-type drones.

Such strikes during periods of sharp cold weather led to large-scale power and heating outages, as well as disruptions to water supply in the homes of millions of Ukrainian civilians.

The Security Service of Ukraine qualifies Russia’s systematic destruction of Ukraine’s energy system as crimes against humanity (Article 442-1 of the Criminal Code of Ukraine), as it constitutes the deliberate creation of living conditions aimed at destroying part of the population. One of the features of this article is that it defines this category of shelling as crimes of an international nature, for which severe liability is предусмотрена both in Ukrainian courts and in courts abroad.

SSU investigators are working at the sites of every Russian strike and are collecting extensive evidence so that every Russian perpetrator involved in these crimes receives the punishment they deserve.
