On December 11, the Council of the European Union approved a €2.3 billion tranche for Ukraine under the Ukraine Facility program for the third quarter of 2025. The European Commission had previously endorsed the payment based on its assessment of Ukraine’s implementation of the Ukraine Plan.
The third quarter was one of the most challenging for implementing the Ukraine Plan under the Ukraine Facility, as it included a series of complex and systemic reforms. Despite this, Ukraine met 8 out of 10 indicators outlined in the Plan and completed one of the key steps from the first quarter, demonstrating consistent progress and commitment to its obligations.
Key steps implemented in the third quarter focused on public finance management, the green transition and environmental protection, business environment optimization, financial markets, and the judicial system. Specific areas of reform included:
- Improving public investment management
- Climate policy
- Developing a circular economy
- Harmonizing legislation and standards with the European Union
- Reducing state ownership in the banking sector
- Enhancing planning and conditions for attracting strategic investors
- Strengthening accountability, integrity, and professionalism in the judiciary
“Meeting the indicators is not about reporting for the sake of reporting. It is the foundation for trust with international partners, attracting investments, and predictability for business. Ukraine has fulfilled most indicators and continues to advance on all commitments. Today’s EU Council decision confirms that our consistent reform implementation delivers tangible results and ensures continued financial support,” said Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
The Ministry of Economy, as the national coordinator of the Ukraine Plan under the Ukraine Facility, continues systematic monitoring of indicator implementation and submits quarterly reports to the European Commission.
The EU Council’s decision is the final step before funds are transferred to Ukraine’s state budget. The tranche is expected to be disbursed by the end of December 2025.
Background:
The Ukraine Facility is an EU financial support program for Ukraine worth €50 billion, aimed at macroeconomic stability, modernization, reconstruction, and accelerated European integration from 2024 to 2027. Funding is provided in tranches after Ukraine meets agreed structural indicators.
In 2025, Ukraine has already received €8.35 billion under the program, made possible by systematic implementation of the Ukraine Plan’s measures.
