The European Union will consistently support Ukraine's efforts to rebuild and modernize the country and will promote holding Russia accountable for the crimes committed in Ukraine, including the crime of aggression.
This is stated in the conclusions of the European Council, published on its website. The document was supported by the leaders of 26 member countries.
"The European Union remains committed to supporting Ukraine's recovery and reconstruction in coordination with international partners. The Ukraine Recovery Conference in July 2025, hosted by Italy, will be significant in this context," the document states.
The heads of state and government of the EU confirmed Ukraine's inherent right to determine its own destiny based on the UN Charter and international law. In this regard, the resolution emphasizes that the European Union will intensify its support for Ukraine's reform efforts on its path to EU membership.
The European Council stressed the importance of progress in the EU enlargement negotiation process, which should be based on achievements and the opening of negotiation clusters when the necessary conditions are met. European leaders agreed that negotiations with Ukraine on the fundamental principles cluster should begin as soon as possible.
The European Council reaffirmed the EU's determination to ensure full accountability for Russia's war crimes and other crimes committed during the war against Ukraine.
"In this context, the progress made in establishing the Special Tribunal for the Crime of Aggression against Ukraine within the Council of Europe is an important step," European leaders emphasized.
