The OECD presented Ukraine's Economic Review to representatives of the public sector

On May 7, 2025, a discussion on Ukraine's Economic Review, prepared by the Organisation for Economic Co-operation and Development (OECD), was held in Kyiv. The event was attended by representatives from the Ministry of Economy, the National Bank of Ukraine, the Ministry of Finance, the Ministry of Agrarian Policy, the Ministry of Digital Transformation, the Cabinet of Ministers Secretariat, the Office of the President of Ukraine, and other government bodies.

OECD officially presented the document on May 6 during a meeting between OECD Secretary-General Matthias Cormann and Ukrainian Prime Minister Denys Shmyhal, along with members of the Government. The following day, OECD representatives presented the key analytical conclusions and recommendations from the report to public sector representatives.

The Ministry of Economy was represented by Deputy Minister Andriy Telyupa, and specialists from relevant departments also participated in the discussion.

"This report is not just an external evaluation for us. It is a benchmark that confirms the correctness of the reform path we are working on: production development, public investment management, deregulation, and business support. OECD recommendations also help us focus resources on what will have the greatest impact on recovery," said Andriy Telyupa, Deputy Minister of Economy of Ukraine.

The Economic Review was prepared as part of a four-year cooperation program between Ukraine and the OECD, which includes 31 projects. The project was implemented with the support of the European Union, as well as the governments of the United States and Poland.

The document analyzes the current state of Ukraine’s economy and outlines three main areas for structural changes:

  • Ensuring macro-financial stability and fiscal resilience;
  • Strengthening the workforce, particularly by increasing the participation of women, veterans, and people with disabilities in the labor market;
  • Developing a competitive business environment, especially through state-owned enterprise reforms, transparent regulation, and the development of capital markets.

During the discussion, participants specifically addressed issues such as combating informal employment, managing state property, improving demographic statistics, supporting SMEs, and attracting private investment.

The Ukrainian side thanked the OECD experts for their insightful analysis and emphasized that most of the proposed recommendations are already being integrated into state economic policy.
