Ukraine and EU countries have launched the EU4Reconstruction project with €37 million to support reconstruction efforts

The European Union, together with Denmark, Germany, France, and Lithuania, has launched EU4Reconstruction, a Team Europe initiative worth €37 million to strengthen governance and accountability in Ukraine’s reconstruction process, ensuring effective and transparent use of public investments in line with EU standards.

The initiative will closely cooperate with Ukraine’s Ministry for Communities and Territories Development, supporting government leadership in planning, coordinating, and monitoring reconstruction efforts.

“Rebuilding Ukraine is not just about restoring what was destroyed; it is about transforming our systems and institutions. Together with European partners, we are creating a foundation for modern reconstruction governance, accelerating our path to the EU. Our focus is on communities, enabling them to prepare high-quality projects, secure funding, and oversee implementation. Transparency and accountability are key, which is why we are implementing digital tools for open project monitoring, allowing everyone to see how resources are used. I am grateful to our European partners for their support and collaboration. Reconstruction is a process that unites the state, communities, and partners around a shared goal: to restore life where war has destroyed it,” said Oleksiy Kuleba, Vice Prime Minister for Reconstruction and Minister for Communities and Territories Development.

Over three years, EU4Reconstruction will:

  • Strengthen Ukraine’s reconstruction governance system and regulatory framework.
  • Help communities plan, finance, and implement projects according to EU standards.
  • Support the State Agency for Reconstruction and Infrastructure Development in implementing major public investments.
  • Expand citizen, civil society, and media participation in monitoring reconstruction processes.

“Today we take an important step forward with the launch of EU4Reconstruction — a key part of Ukraine’s broader rebuilding efforts. By focusing on reforms, transparency, and green recovery, we are not only restoring infrastructure but also laying the groundwork for a resilient Ukraine ready for its future in the European community,” said Catarina Maternova, EU Ambassador to Ukraine.

“Denmark contributes experience from the European Anti-Corruption Initiative, creating integrity systems and open data to prevent misuse before it happens. This builds trust, ensuring every euro works for Ukrainians,” emphasized Danish Ambassador Thomas Lund-Sørensen.

“Germany has long supported decentralization in Ukraine — from strengthening local communities to improving the efficiency of local investment management. We now build on this foundation, helping communities plan, procure, and implement reconstruction projects according to EU standards that improve quality of life,” added German Ambassador Heiko Thoms.

“Reconstruction will only be accountable when citizens can see and influence it,” said France’s Chargé d’Affaires Sébastien Surun. “France will promote civil society and media participation — from public consultations to civic oversight — to make reconstruction transparent and democratic.”

“Lithuania provides practical support in building institutions: modern project management, capable agencies, and digital tools for transparent implementation,” said Lithuanian Ambassador Inga Stanite-Tolochkene. “With CPVA expertise, we will help partners turn priorities into well-managed, measurable, and sustainable reconstruction projects.”

 

 

Background:
The three-year EU4Reconstruction program embodies European values in resilient institutions: transparent governance, capable local authorities, and public trust, ensuring that Ukraine’s reconstruction forms the foundation for a stronger and more democratic future.

With a €37 million budget, EU4Reconstruction is implemented jointly by GIZ, Expertise France, Denmark’s Ministry of Foreign Affairs, and Lithuania’s Central Project Management Agency (CPVA). The program will work with key ministries, the State Agency for Reconstruction, and dozens of communities across Ukraine.
