Ukrainian Finance Minister Serhiy Marchenko and Finnish Minister for Foreign Trade and Development Ville Tavio signed a framework agreement on Ukraine's reconstruction and development projects, to be financed through the Finnish-Ukrainian Investment Fund (FUIF), according to Ukraine's Ministry of Finance.

Under the agreement, loans of up to €50 million are planned for 2025. The project includes a grant component that will cover at least 35% of the total cost, providing favorable financing terms. The Finnish minister noted that key areas for investment and reconstruction include energy, education, infrastructure, digital technology, and agriculture.

Since February 2022, Finland has provided over $36 million in direct budget support to Ukraine in grant funding. According to the Kiel Institute, Finland ranks as Ukraine's fifth-largest donor relative to GDP, contributing approximately €2.5 billion, or 0.9% of Finland's GDP.
