Ukraine’s Deputy Prime Minister for Reconstruction and Minister for Communities and Territories Development, Oleksiy Kuleba, met with a delegation from the International Monetary Fund led by Gavin Gray.

The meeting focused on key areas of cooperation that ensure state stability and impact the daily lives of citizens.

“First and foremost, this is support for frontline regions, where over 75% of the destruction is concentrated. Our task is to provide housing, jobs, and basic security for people. We also need to continue comprehensive reconstruction of settlements. One tool that will allow rapid financing of housing and infrastructure projects in affected communities is the Recovery Fund,” Kuleba emphasized.

Special attention was given to preparations for the heating season, a matter directly linked to national security. The Minister highlighted the need for sustainable support mechanisms for district heating companies. The government is currently developing a comprehensive programme to regulate tariff differences. This programme aims to eliminate accumulated debts, remove sector imbalances, and introduce clear and transparent rules. This approach will create a unified state framework for system management while providing communities with tools to develop decentralized energy.

Other topics discussed included reforming public investment management, enabling communities to implement development projects transparently, as well as issues regarding the banking sector and Ukrposhta, which continues to fulfill its social mission even in frontline areas.

“Partnership with the IMF for Ukraine means not only access to financing. It is a confirmation of trust, support for the development course, and the creation of opportunities for our communities and citizens even under the most difficult conditions,” concluded the Deputy Prime Minister.
