The Ministry for Communities and Territories Development of Ukraine and the Ministry of Transport of Norway have agreed to extend the liberalization of freight transport until March 2027.
This decision was made in connection with the extension of the Agreement on Road Transport between Ukraine and the European Union.
The liberalization of freight transport, or the “transport visa-free” scheme, will now remain in effect at least until March 31, 2027.
“Extending the transport visa-free agreement with Norway is another example of Ukraine’s consistent integration into the European transport space. We are grateful to our Norwegian partners for their support and readiness to develop a common transport market under European rules. Such agreements make Ukrainian carriers more competitive and our logistics more stable and predictable. Just last year, Ukraine exported goods worth $553 million to Norway, and we see that this figure grows annually. The role of transport liberalization here is hard to overestimate,” emphasized Oleksiy Kuleba, Deputy Prime Minister for Ukraine’s Recovery and Minister for Communities and Territories Development.
The possibility to carry out freight transport without special permits applies to Euro-5 standard trucks and higher for both bilateral and transit operations. These conditions were already in place previously.
It is important that, to benefit from the liberalized transport rules, the driver on board the truck must have a certificate confirming the vehicle’s environmental class.
Ukraine and Norway first agreed on the “transport visa-free” scheme in August 2023. The liberalization was subsequently extended a second time, making this the third extension of the agreement between the two countries.
