Ukrainian exporters will receive licenses in electronic form, as stipulated by changes to the Ministry of Economy's order "On the Procedure for Export Licensing of Goods," which is part of the deregulation reform.

"Digitalizing state services for businesses is a key component of deregulation. We are now fully transitioning the issuance of export licenses to an electronic format. We are also working on similar simplifications for import procedures. Additionally, we are streamlining the process of obtaining permits by reducing the number of documents required for licensing," said Ukraine’s First Vice Prime Minister and Minister of Economy, Yulia Svyrydenko.

The changes to the order "On the Procedure for Export Licensing of Goods" include:

  • Submission of documents and receipt of licenses in electronic form. Entrepreneurs still have the option to submit documents in paper form if desired.
  • Reduction in the number of documents required for obtaining a license.
  • Updates to the application form for licenses, the license form, instructions for their completion, and licensing procedures.

To obtain export licenses electronically, entrepreneurs need only visit the "Foreign Economic Activity" section on the Unified State Web Portal of Electronic Services at https://my.gov.ua/info/service/2817/details.

In their personal electronic cabinet on the web portal, entrepreneurs must submit the necessary documents electronically. After review within the established timeframe, if the decision is positive, the electronic license will appear in the applicant's cabinet.

If a person submits documents in paper form but wishes to receive a response by email, this option is also available. The entrepreneur must provide an email address and indicate that they wish to receive the response in this manner at the time of document submission.

It is noted that during the period of martial law, the issuance of export and import licenses is free of charge. Thus, the application letter for the license does not require a guarantee of payment for the state fee, nor does it require the submission of additional documents.

The Interdepartmental Working Group on Accelerated Review of State Regulation Tools, co-chaired by First Vice Prime Minister and Minister of Economy Yulia Svyrydenko, has reviewed over 1,300 regulatory tools for businesses, recommending the cancellation of 456 and simplification of 584.
