Ukraine continues to introduce European approaches to sustainable finance. To this end, at its meeting on September 30, the Cabinet of Ministers approved a Roadmap for the implementation of environmental, social and governance (ESG) approaches and sustainable finance instruments. The document sets out practical steps to develop the relevant regulatory framework, attract investment and integrate ESG principles into public policy and the economy.
“ESG is about modern rules for economic development and attracting investment. The Roadmap will help Ukraine gradually introduce European approaches to sustainable finance and establish clear rules for the state, businesses and investors,” said Deputy Minister of Economy and Environment of Ukraine Oleksandr Krasnolutskyi.
The Roadmap covers the period from 2026 to 2028 and provides for the creation of a regulatory, institutional, methodological, and information and analytical framework for implementing ESG approaches, as well as their integration into financial, investment and related regulatory practices.
The document provides for:
- the development of a comprehensive national sustainable finance system;
- the creation of a regulatory and legal framework for implementing a taxonomy of sustainable economic activities;
- the introduction of sustainability due diligence approaches;
- the integration of ESG approaches into the public investment management system and the development of monitoring for sustainable finance flows;
- the development of sustainable finance instruments, strengthening Ukraine’s investment attractiveness and expanding access to capital markets;
- the fulfilment of Ukraine’s commitments as part of the European Union accession process.
The Roadmap will become one of the key instruments for implementing European sustainable finance standards in Ukraine, strengthening investor confidence and creating conditions for attracting investment in reconstruction and the long-term development of the economy.
The Roadmap and its action plan were developed with the participation of the Green Transition Office. During the preparation of the document, the Office’s team, together with the ministry, held consultations with central executive authorities and regulators that will be responsible for its implementation.
