Ukraine's Ambassador to the United Kingdom and former Commander-in-Chief of the Armed Forces of Ukraine (2021–2024), Valerii Zaluzhnyi, has reported a meeting with Ukrainian Navy Commander Oleksii Neizhpapa at the London headquarters of the International Maritime Organization (IMO), where Zaluzhnyi represents Ukraine.

The discussions with IMO leadership focused on the operation of Ukraine's maritime corridor in the Black Sea and efforts to counter Russia's shadow fleet.

"During our meeting with IMO Secretary-General Arsenio Dominguez, we discussed maritime safety in the Black Sea, the protection of seafarers and the operation of Ukraine's maritime corridor. We highlighted Russia's continued attacks on civilian vessels and Ukrainian ports, which threaten international trade. We also raised the issue of Russia's shadow fleet, which poses risks not only to maritime safety but also to the marine environment. Such vessels must be subject to proper oversight, provide transparent information about their ownership and registration, and comply with international safety standards," Zaluzhnyi wrote .

He also reported that Neizhpapa addressed representatives of the world's leading maritime nations at IMO headquarters, marking the first such address by a Ukrainian Navy commander in history.

The diplomat noted that Ukraine has significantly strengthened its position within the IMO in recent years, while Russia has failed to secure a seat on the IMO Council for the second consecutive time.

"Our task is not merely to tell the world about Russia's crimes, but to stop its maritime aggression. Making the sea safe is only possible through joint action. Otherwise, the Black Sea region will become a source of even greater threats to both the EU and NATO's eastern flank," Zaluzhnyi emphasised.

He also thanked Secretary-General Dominguez for his support for Ukraine and his attention to maritime safety in the Black Sea.
