As climate pressures, food insecurity, and rapid technological change reshape the global agricultural landscape, Ukraine is positioning AgroTech as a sector where it can lead internationally.
Agriculture has long been one of Ukraine’s economic pillars — accounting for over 12% of GDP in 2024 — while IT services exports, contributing 3.4% of GDP, remain one of the country’s fastest-growing industries. Yet only 2.8% of Ukrainian tech companies currently operate in AgroTech. The gap represents an enormous opportunity: to merge the scale and expertise of the agricultural sector with the innovation capacity of the IT industry.
This vision underpins a new strategic partnership between the IT Ukraine Association and WINWIN, the country’s national innovation strategy for digital-led growth. Together, they aim to accelerate the development of sustainable, data-driven, and globally competitive agricultural technologies.

The timing is strategic. The agricultural sector remains a critical driver of Ukraine’s economy and a cornerstone of global food supply chains. At the same time, the country’s IT industry has proven its ability to deliver world-class solutions under extreme conditions — from defense tech to digital public services. AgroTech is where these two strengths converge.

The partnership will focus on three priority initiatives:

Regulatory transformation roadmap — removing barriers to market growth and enabling a competitive, innovation-friendly AgroTech ecosystem.
- Agro-Innovation Cluster — an open platform to unite startups, agribusinesses, researchers, and policymakers in co-developing solutions.
- WINWIN Summit 2025 — a flagship international conference on technology and innovation across key sectors, including agriculture.
The AgroTech Sectoral Strategy, developed by the Ministry of Digital Transformation of Ukraine in collaboration with IT Ukraine Association and supported by the Good Governance Fund, outlines a pathway for Ukraine to become a leader in sustainable agricultural innovation.

Ukraine’s message is clear: innovation is not limited to emerging industries — it is transforming the foundations of the economy. AgroTech is where Ukraine’s agricultural heritage meets its digital future.
The Global Innovation Strategy (WINWIN) until 2030 was initiated by the Ministry of Digital Transformation of Ukraine, in partnership with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office (BRDO), with the support of the USAID Cybersecurity of Ukraine’s Critical Infrastructure Project.
The AgroTech sectoral strategy was developed by an expert group within the Ministry of Digital Transformation of Ukraine, in collaboration with IT Ukraine Association, with the support of the Good Governance Fund «Innovation Ecosystem» project, funded by the UK International Development.
