At ReBuild Ukraine, Ukraine signed agreements with the European Investment Bank for €75 million in grants to restore water supply and develop social housing networks.
The Ministry for Communities and Territories Development reported this.
“During the ReBuild Ukraine conference in Warsaw, grants totaling €75 million were signed between the government of Ukraine, the EU, and the EIB,” the statement reads.
A €25 million EU grant via the European Investment Bank complements an existing loan for the water sector, allowing communities to restore water supply and sewage networks in affected areas, improve drinking water quality, modernize treatment facilities, and strengthen critical infrastructure resilience.
The second agreement provides €50 million in grant assistance for the development of social rental housing. According to the Ministry, this is the first large-scale grant to launch a new model of municipal social housing in Ukraine. It involves creating a Social Rental Housing Fund under the Cabinet of Ministers Resolution No. 796 of July 2, 2025. The plan includes constructing modern, energy-efficient, fully equipped housing in pilot communities.
The grants were signed by Anna Jarosh-Fris, Director of the Ukrainian Service of the European Commission Directorate-General for Neighbourhood and Enlargement Negotiations, and Matteo Rivellini, Head of the Slovenia, Croatia, and Western Balkans Department of the European Investment Bank, with the participation of EU Commissioner for Enlargement Marta Kos, and representatives of the Ukrainian government in cooperation with the Ministry for Communities and Territories Development.
