UNIDO, Investment, EXPO 2025: Ukraine and Japan deepen economic partnership

Ukraine is creating all the necessary conditions to attract investment into its economy today, and Japanese businesses are interested in operating in Ukraine. This was the focus of a meeting between First Deputy Prime Minister and Minister of Economy of Ukraine, Yuliia Svyrydenko, and a Japanese delegation that included government officials and business representatives.

From the Ukrainian side, the meeting included Minister of Agrarian Policy and Food Vitalii Koval, First Deputy and Deputy Ministers of Economy, as well as deputy ministers of Energy and of Communities and Territories Development. The Japanese delegation included Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, Nakagome Masashi, embassy representatives, officials from Japan’s Ministry of Economy, Trade and Industry, the Office for the Promotion of Economic Reconstruction of Ukraine (Ministry of Foreign Affairs of Japan), and leaders of the Japan External Trade Organization (JETRO). Japanese business was represented by companies in the fields of energy and energy efficiency, manufacturing, logistics, IT, Agritech, and more.

"We are very pleased to welcome you to our country. Ukraine is grateful to Japan for its strong support from the first days of the full-scale invasion. I would also like to especially thank you for your financial and organizational support of our country's participation in Expo 2025. We believe that war is not an obstacle to cooperation and investment in the Ukrainian economy. Your presence here today and your interest in working in Ukraine is further proof of this," said Yuliia Svyrydenko.

During the meeting, Japanese business representatives introduced their companies and discussed the projects they have already implemented or plan to launch in Ukraine.

 

 

The Japanese delegation was also briefed on the current economic situation in Ukraine and on investment opportunities in priority sectors the country offers to partners.

The meeting also covered the current progress of a major UNIDO project with a budget of $188 million, aimed at green industrial recovery in Ukraine. The project is supported by Japan’s Ministry of Economy, Trade and Industry and is part of the UNIDO Green Recovery Program for Ukraine’s Industry for 2024–2028. Within the project, businesses can receive grants of up to $10 million.

"This project, which includes technology transfer, is unique and truly important for Ukraine. There are concrete results that will be presented at the Ukraine Recovery Conference in Rome in the coming days. We believe the project is a great example for other countries, and we would like to share this experience," said Deputy Minister of Economy Andrii Teliupa.

 

Additionally, Ukraine expressed strong interest in Japan’s participation in a project focused on restoring industrial facilities destroyed by Russian aggression. This initiative, which includes the supply of modern industrial equipment to Ukraine, will also be presented at the URC-2025 in Rome.
