Recruitment and the abolition of conscription: the new Concept of Personnel Policy of the Ministry of Defense

The Minister of Defense of Ukraine, Rustem Umerov, has signed an Order approving the Concept of Military Personnel Policy until 2028.

This new Concept outlines the strategic vision for the development of military personnel policy in the defense sector for the next five years. It is designed to address both wartime and peacetime needs.

The main focus of the Concept is to ensure the Armed Forces' personnel requirements during full-scale warfare, integration into the Euro-Atlantic security space, and compatibility with the armed forces of NATO member states.

As a result of implementing the Concept, it is expected that the Ukrainian Armed Forces will transition to a contract-based military service, replacing conscription with intensive military training for citizens of conscription age.

It should be noted that after the declaration of martial law, there has been no discharge of conscripted military personnel. They have been serving for over 2 years, and some for even 3 years.

It's worth reminding that in the context of the full-scale Russian-Ukrainian war, NATO member countries have introduced conscription or extended its terms.

The Ministry of Defense plans to adhere to the trend of automation and implement an improved electronic military accounting system, as well as automated and digitized personnel management processes.

As part of the Concept, there is a plan to expand cooperation between Ukrainian higher education institutions and the universities of NATO and EU member states.

According to the plans, the system of financial support for military personnel and their housing should be efficient and transparent.

Within the framework of the Concept, there are plans to enhance psychological support and introduce a new culture of relations between commanders and subordinates.
