The Security Service of Ukraine has documented the crimes of Russian propagandist Vladimir Solovyov, who promotes the Russian Federation's war against Ukraine, justifies war crimes committed by the Russian forces, and calls for the genocide of Ukrainians.

According to the case materials, Solovyov is part of Putin's media pool and is one of the Kremlin's main spokespersons.

The SSU has documented that Solovyov has repeatedly called for the use of tactical nuclear weapons against Ukraine.

Additionally, in his recent appearances on Kremlin television, he called for the full occupation of four regions in the south and east of Ukraine.

He regularly repeats these statements on his signature shows on the "Russia-1" TV channel, a similarly named program on Moscow radio, and on his Telegram channel.

Furthermore, during 2024-2025, Solovyov has repeatedly "suggested" destroying civilian infrastructure and residents of Ukrainian cities in various regions of the country, particularly through Russian aerial attacks.

Based on the documented facts, the SSU investigators have charged Solovyov with five articles from the Criminal Code of Ukraine:

  • Part 3 of Article 110 (encroachment on Ukraine's territorial integrity and inviolability);

  • Part 2 of Article 442 (genocide);

  • Part 3 of Article 436-2 (justification, recognition of the legitimacy, or denial of Russia's armed aggression against Ukraine, glorification of its participants);

  • Part 3 of Article 109 (actions aimed at violent change or overthrow of the constitutional order or the seizure of state power);

  • Article 436 (war propaganda).

Since the criminal is hiding from justice in Russia, comprehensive measures are ongoing to hold him accountable.

The investigation is being conducted under the procedural leadership of the Office of the Prosecutor General.
