The Minister of Economy, Environment, and Agriculture of Ukraine, Oleksii Soboliev, held a meeting with Mariin Ratnik, Deputy Minister of Foreign Affairs of the Republic of Estonia for Economic Development. The parties discussed further cooperation in Ukraine’s recovery, attracting investment, environmental protection, and digital transformation.
During the meeting, the two sides reviewed tools for economic recovery and private investment attraction, including the establishment of the National Development Finance Institution, the development of a network of industrial parks, and the work of the State Fund for Decarbonization and Energy Efficiency Transformation. Special attention was given to supporting Zhytomyr region as Estonia’s designated focus region for assistance.
Environmental protection and the green transition were also key points of the discussion. Ukraine and Estonia will coordinate cooperation in water resource management, circular economy, restoration of degraded ecosystems, and air-quality monitoring, relying on relevant EU directives as well as the LIFE and Horizon Europe programs.
“Estonia is for us an example of a responsible partner that combines political support with practical reconstruction projects. Our shared goal is to turn assistance into investments in a modern, green, and digital Ukrainian economy,” noted Oleksii Soboliev, Minister of Economy, Environment, and Agriculture of Ukraine.
Oleksandr Tsybort, Deputy Minister for Digital Development, Digital Transformations, and Digitalization, presented to the Estonian delegation the key digital projects of the Ministry of Economy: the ePermit system for digitalizing permitting procedures, the Obrii platform for labor-market development, and the Puls system for dialogue with businesses. The sides also discussed next steps in strengthening the cyber resilience of critical digital systems within the Tallinn Mechanism.
Another topic of the meeting was preparation for the Ukraine Recovery Conference 2027, which Estonia plans to host. Ukraine welcomed this initiative and views URC-2027 as a platform for presenting concrete investment, green, and digital recovery projects.
Following the meeting, both sides agreed to continue work at the level of specialized teams in the areas of economic recovery, environmental protection, digital reforms, and preparations for URC-2027.
