Ukraine and Italy signed a declaration on developing cyber capabilities

On Thursday, Foreign Minister Andriy Sybiha met in Rome with his Italian counterpart Antonio Tajani. The two sides signed a declaration on implementing initiatives to develop cyber capabilities aimed at supporting Ukraine’s national digital infrastructure.

The head of Ukraine’s Foreign Ministry announced this on social media platform X.

During the meeting with Tajani, Sybiha thanked Italy for organizing this year’s Ukraine Recovery Conference (URC 2025) in Rome.

“URC 2025 is more than just a conference — it is a roadmap for transformation. Italy shows what true partnership means: going beyond infrastructure to rebuild institutions, human capital, and peace,” the minister wrote.

He noted that he deeply appreciates Italy’s clear stance on providing unwavering and practical support to Ukraine in resisting full-scale Russian aggression.

“We discussed ways to advance our bilateral cooperation. We also signed a declaration of intent to pursue an array of long-term Cyber Capacity Building initiatives, supporting Ukraine’s national digital infrastructure,” Sybiha reported.

He also thanked the Italian Ministry of Foreign Affairs for allocating €1 million for projects under the Tallinn Mechanism, noting that this step is based on the Ukraine–Italy cooperation agreement on security through 2024.

“We are deeply grateful to our Italian partners for all the support and joint efforts to strengthen Europe and the transatlantic security,” Sybiha wrote.
