Today, on May 14, the Cabinet of Ministers of Ukraine, during its meeting, reviewed and approved the Transformation Roadmaps that define the key guidelines for state policy in the areas of the rule of law, public administration reform, and the functioning of democratic institutions.
The development of these strategic documents is stipulated by the EU’s negotiating framework for Ukraine. In particular, the Roadmaps on the rule of law and public administration are a prerequisite for launching negotiations under Cluster 1 “Fundamentals of the Accession Process.”
“Today, the Government of Ukraine took another important step toward EU membership. The approved documents serve as a guide for further transformations in the respective fields and once again confirm the consistency and strength of our European integration course,” emphasized Prime Minister of Ukraine Denys Shmyhal.
The Roadmaps are aligned with Ukraine’s international obligations, as well as with strategic and programmatic documents.
“The Roadmaps were developed through an inclusive dialogue with representatives of civil society, the parliament, and with consideration of the recommendations of the European Commission. These are comprehensive plans containing concrete steps that Ukraine intends to take to join the European Union as a strong and capable member state. The next step is to submit the Roadmaps to the European Commission and EU Member States for their approval,” said Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice of Ukraine, Olha Stefanishyna.
During the same government meeting, Ukraine’s negotiation position for Cluster 1 “Fundamentals” was also approved. It was prepared based on the European Commission’s report assessing Ukraine’s legislation for compliance with EU law (screening) under Cluster 1. In accordance with the principles of the EU’s negotiation framework, Ukraine also developed and adopted an Action Plan to protect the rights of persons belonging to national minorities (communities) of Ukraine.
