On September 3, Ukraine’s Ministry of Economy, Ecology, and Agriculture held two meetings with business representatives: one at the Cabinet of Ministers Club with leading business associations, and another at the President’s Office with the Council on Entrepreneurship Support.
The discussions focused on further steps for deregulation and a new format for government–business interaction, according to the ministry’s press service.
“We are steadily reducing administrative pressure and creating clear rules for business. Entrepreneurs are our partners in economic recovery and growth. The new cooperation framework makes the dialogue systematic and results-oriented,” said Ukraine’s Minister of Economy, Ecology, and Agriculture, Oleksiy Sobolev.
The goal of this new approach is to establish a “single window” for collecting, analyzing, and addressing business issues across all economic sectors. The Ministry of Economy is responsible for this system, overseeing entrepreneurship development policies.
Deputy Minister for Digital Development, Digital Transformations, and Digitalization (CDTO) Oleksandr Tsybort presented the tools that will support the new system:
- “Pulse” – a single entry point for business signals;
- Business Climate Dashboard – aggregates all issues and shows their resolution status;
- Regular data-driven reports for government leadership;
- Digital services such as єДозвіл, єДекларація, and the upcoming Regulatory Portal, which ensure speed, transparency, and predictability for business.
“Through ‘Pulse,’ we create a single entry point for business signals. Issues are not lost—they are aggregated on the dashboard and become tasks for the state. This is a shift from chaotic complaints to a transparent, digital system for problem-solving,” Tsybort explained
