Ukraine is set to build its first floating (flat) glass manufacturing plant in the Kyiv region by 2028. The announcement was made by the investors of the NovaSklo company, in cooperation with the Ministry of Economy of Ukraine and the government investment agency UkraineInvest.
"We are actively developing the processing industry – our goal is for its share in GDP to increase to 20% in the next decade, in line with OECD standards. This is the core aim of the 'Made in Ukraine' policy. One of its key tools is supporting projects with significant investments, fostering production development, attracting capital, and boosting non-resource exports," said Andriy Telupa, Deputy Minister of Economy of Ukraine.
The glass production industry plays a strategic role in construction and industrial production and is crucial to the country’s reconstruction efforts. The new plant will create jobs and attract additional investments into Ukraine’s industrial sector. The government supports such large projects with various incentives, including reimbursement of up to 30% of the capital investments.
NovaSklo and UkraineInvest signed a memorandum of cooperation, which includes legal, advisory, and analytical support to the investor and aims to grant the project special status, enabling it to qualify for tax and customs benefits, as well as reimbursement of expenses for infrastructure development.
"UkraineInvest will provide key support for this project, including assistance in preparing applications and technical-economic substantiations, and after the special investment agreement is signed, it will continue supporting the implementation until full completion," said Oleksandr Melnychenco, Acting Executive Director of UkraineInvest.
NovaSklo is an initiative of the Ukrainian investment company EFI Group, with plans to build the first large and modern floating glass production plant in the country. This project promises to attract strategic investments into the nation’s industrial sector during wartime, with planned investments of 240 million euros. The plant will create over 300 new jobs in its first year of operation.
"NovaSklo is not just a plant; it symbolizes a new industrial Ukraine. We are one of the few in the country building production facilities from scratch that have no analogs, implementing advanced technologies in our fields. I believe NovaSklo will become a model of efficient, technological, and competitive production," said Ihor Liski, founder of EFI Group, the main investor in NovaSklo.
The plant will have one production line to meet domestic demand for glass, with the option to add a second line. Major consumers will include window and façade manufacturers. This project not only kickstarts the glass production industry in Ukraine but also boosts small and medium-sized enterprises and local communities. Leading global manufacturers from Germany will participate in the construction, providing equipment and advanced technologies that will foster innovative industrial transformation and integrate Ukraine's economy into the European market.
