European security guarantees for Ukraine do not include a “nuclear umbrella”

Ukraine’s security arrangements with European partners and the United States do not include a nuclear umbrella, President Volodymyr Zelensky said during a briefing with journalists.

“Nuclear weapons are not part of the discussion. As for security guarantees from our European partners and the United States, we are discussing the contingent, protection on land, in the air, at sea, as well as a separate track for air defense,” Zelensky explained.

The president added that talks also cover strengthening the Ukrainian armed forces and providing additional funding for personnel, with particular focus on staffing combat brigades and maintaining high combat readiness.

Zelensky noted that Ukraine is negotiating separate licenses for co-production in the defense industry. He also confirmed that while new air defense systems from the U.S. have not yet arrived, missile supplies for existing systems are being delivered gradually.

“Regarding U.S. systems – no new systems have arrived. As for missiles – they are coming gradually; we want this accelerated. We really want it and are asking the United States again. Regarding Europeans – I especially want to thank Norway. I won’t go into details,” he said.

The president stressed that air defense remains a top priority for his administration. He highlighted that the issue was discussed during his December 2025 visit to U.S. President Donald Trump at Mar-a-Lago, as well as at the Coalition of the Willing meeting in Paris on January 6.

Zelensky also reported that in recent talks with European partners, he provided detailed guidance on which systems require urgent missile deliveries to enhance Ukraine’s defensive capabilities.
