The first working workshop of the EU4Reconstruction programme — a joint initiative of the European Union, Denmark, Germany, France, and Lithuania — took place in Kyiv. The initiative aims to strengthen the leadership of Ukraine’s Ministry for Communities and Territories Development, reinforce the State Recovery Agency, and support local governments, civil society, and independent media. The programme focuses on ensuring professional, transparent, and sustainable reconstruction management, reducing corruption risks, and increasing public trust.
EU4Reconstruction will be implemented from 2025 to 2028 with executing partners: GIZ, Expertise France, the Danish Ministry of Foreign Affairs, and Lithuania’s Central Project Management Agency (CPVA). The initiative’s budget is €37.5 million.
Aliona Shkrum, First Deputy Minister for Communities and Territories Development of Ukraine, addressed the workshop participants:
"We have already rebuilt much despite the war. Over the next three years, we will restore critical and social infrastructure across the country. Today, there are no goals too ambitious for Ukraine. Together, united, we will achieve them and prove that Ukraine’s future lies in a strong, united Europe."
Speaking on behalf of the EU, Pierre-Yves Bello, Deputy Head of Cooperation at the EU Delegation, said:
"EU4Reconstruction will help the Ministry, the State Recovery Agency, and municipalities gain the tools and skills needed not only for reconstruction but also for Ukraine’s path toward EU membership. Transparency, accountability, and citizen participation will be at the heart of this work."
The EU4Reconstruction project is not only about rebuilding what has been destroyed. It is a strategic platform for Ukraine-EU cooperation, creating a reconstruction system that meets European standards — effective, transparent, comprehensive, and people-centered.
