Security situation amid Russia’s full-scale aggression against Ukraine requires new approaches and solutions, including in construction.

To this end, a meeting was held between representatives of the Ministry of Development of Communities and Territories of Ukraine and a delegation from the Ministry of Land, Infrastructure, Transport and Tourism of Japan, the Embassy of Japan in Ukraine, and Japanese business representatives. The meeting focused on discussing modern remote construction technologies. Cooperation with Japan is coordinated by Deputy Minister Marina Denysiuk on behalf of the Ministry.

Artem Husak, Director of the Department of International Cooperation and European Integration at the Ministry, welcomed the Japanese delegation led by Mr. Shuto Sugai, Director for International Cooperation of the Ministry of Land, Infrastructure, Transport and Tourism of Japan. He emphasized the exceptional importance and value of the Japanese Government’s support for Ukraine’s recovery process.

Japanese remote-controlled construction technologies enable operators to connect to heavy construction machinery via a network and control its operations from anywhere in the world.

“Such innovations can help reintegrate veterans into civilian life, provide dignified employment for people with disabilities, offer flexible job opportunities for women on maternity leave, and ensure that vocational school graduates can work with the most advanced machinery on the frontline. This is the path toward an inclusive and technological future for Ukraine,” emphasized Artem Husak.

Additionally, the Ukrainian side expressed interest in installing an electronic simulator at the State Enterprise “Training Center for Qualification Development and Retraining,” within the framework of Ukrainian-Japanese cooperation, where students operating heavy construction equipment could train.

The meeting continues agreements made within the Japan-Ukraine Platform for Infrastructure Technologies for Recovery and Reconstruction (JUPITeR) and marks the start of preparatory activities for a large-scale presentation of Japanese remote construction technologies in Ukraine.

Already this autumn, the Japanese side plans to deliver simulation equipment to Ukraine and set up the first temporary control center to demonstrate modern construction technologies based on remote control.

This cooperation highlights Ukraine’s commitment to innovation and inclusive development, as well as the strength of partnership with Japan in rebuilding Ukraine and shared goals.

The JUPITeR platform was launched by Ukraine and Japan in January 2025 to attract Japanese technologies and expertise for Ukraine’s recovery process. The initiative includes cooperation in transport infrastructure, housing construction, logistics, and restoration of critical infrastructure facilities.
