Ukraine approves €100 million French grant for infrastructure reconstruction in 2026–2027

The Cabinet of Ministers of Ukraine approved the mobilization of a €100 million grant from France for the restoration of critical infrastructure in 2026–2027.

According to Taras Melnychuk, the government’s representative in the Verkhovna Rada, the decision was made at the Cabinet meeting on Thursday.

Specifically, the grant agreement project (Ukraine Fund II) between the governments of Ukraine and the French Republic was approved to support critical infrastructure and priority sectors of the Ukrainian economy.

The agreement provides for the allocation of €100 million in grant funds from the French government, to be distributed over the 2026 and 2027 financial years.

The grant funds will be directed to the reconstruction and restoration of critical infrastructure in sectors such as healthcare, general infrastructure, energy, agriculture, water supply, wastewater management and irrigation, waste processing, demining activities, housing construction, and digital technologies.

Additionally, a cooperation agreement with the French government was approved for the implementation of priority projects in strategic sectors to support Ukraine’s resilience and recovery.

The agreement establishes the legal framework for cooperation in the preparation, selection, financing, and implementation of priority projects in Ukraine’s strategic economic sectors.

It defines forms of support, including loans, guarantees, export risk insurance, grants, technical assistance, and expert guidance, as well as the mechanism for initiating and selecting projects, the authority of designated bodies of both parties, and coordination tools such as joint working/coordination groups and regular information exchange.

Specific projects will be formalized through separate bilateral agreements/contracts, specifying financing conditions, procurement procedures, monitoring, and reporting.
